Ohio Home Care Funding, Explained: DD Waiver vs. PASSPORT vs. VA Aid & Attendance

One of the first questions almost every family asks us is some version of "how are we going to pay for this?" The good news is that Ohio has several funding paths for in-home care. The tricky part is knowing which one actually applies to your situation. Here's a plain-language look at the three we work with most often.

Ohio DD Waivers

Ohio's Developmental Disabilities (DD) Waivers are for individuals with a qualifying developmental disability, and they fund a wide range of in-home support, including personal care, respite, and specialized nursing delegation. Eligibility is based on both a diagnosis and a documented level of need, determined through the county board of developmental disabilities. Because there can be a waiting list depending on which specific waiver applies, it's worth starting the application process as early as possible, even before care is needed immediately.

PASSPORT

PASSPORT is Ohio's Medicaid waiver program built specifically for older adults, generally age 60 and up, who would otherwise qualify for nursing home level care but want to stay at home instead. It covers services like personal care, homemaker support, and transportation, and eligibility is based on both a functional needs assessment and financial criteria. For many of the families we work with, PASSPORT is the path that makes staying at home financially possible.

VA Aid & Attendance

For veterans and their surviving spouses, VA Aid & Attendance is an additional monthly benefit on top of a standard VA pension, specifically meant to help cover the cost of in-home care, assisted living, or a nursing home. It's based on need, generally requiring help with daily activities like bathing, dressing, or mobility, rather than a specific diagnosis, which makes it a good fit for a wide range of veteran families who might not realize they qualify.

Private Pay and Long-Term Care Insurance

Not every family qualifies for a waiver program, or wants to wait through an application process, and that's where private pay or an existing long-term care insurance policy comes in. Private pay offers the most flexibility and the fastest start, while a long-term care policy can offset much of the cost if one is already in place.
